Why does President Obama still allow the sun to shine so frequently?

I mean, with all the Global Warming problems we have now, thanks to Bush, wouldn't you agree that we should schedule the sun to only shine 10am-2pm daily instead of a freaking 10+ hours per region??? We need to get off the Bush schedule of sunlight and move to a progressive one that conserves energy and promotes global cooling. When is President Obama going to enact change with regards to this matter?
